An electronic management system for birth and death records in Cameroon: digital declarations and approvals, official certificates with QR verification, and role-based access for civil registrars, health facilities and administrators.
The challenge
Paper civil registers are slow to search, easy to damage and hard to verify. Families wait for certificates, institutions cannot easily confirm that a document is genuine, and fraud is difficult to detect.
What we built
EMSBDR follows the real declaration path: a birth or death is declared, checked and approved by the right officer, then the certificate is generated with a QR code that anyone can check on a public verification page. Every action is logged, and access depends on each person’s role.
It was designed around the 2024 civil registration law and Cameroon’s personal data protection requirements, with statistics for administrative planning built in. The student acknowledged MOGADONKO’s contribution in the final research work.
